Overview of the Community Development Department

The work of the Community Development Department is divided among seven divisions, each with an individual focus.

  • Administration

    The Administration Division oversees the general operation of all the Divisions in the Department. Primary duties include budgeting, personnel assistance and general support of the Divisions in carrying out the Department's mission and responsibilities.

  • Community Services

    The Community Services Division provides services to low-income families in Des Moines. The Division serves as the Community Action Agency (CAA) for the City of Des Moines.

  • Neighborhood Conservation Services

    Neighborhood Conservation Services actively provides housing opportunities for low and moderate-income families and individuals to maintain and expand the housing stock and encourage neighborhood revitalization.

  • Neighborhood Development

    The Neighborhood Development Division administers the City's Neighborhood Revitalization Program and manages federal and state funds which address the City's Community Development needs.

  • Neighborhood Inspection

    The Neighborhood Inspection Division deals with three primary responsibilities; rental inspections, the oversight of condemned buildings and the abatement of junk and debris which includes junk vehicles.

  • Permit and Development Center

    The Permit and Development Center functions as a central location for most construction development related activities in the city. It reviews, approves and inspects subdivision plats, site plans and building projects from major commercial and industrial projects to single family residential projects.

  • Planning and Urban Design

    The Planning and Urban Design Division performs long-range and development planning, urban design and planning support for Downtown projects and prepares the Comprehensive Plan. Development Planning includes staff support for the Plan and Zoning Commission, the Zoning Board of Adjustment as well as support for the City’s development review processes.
